Backed by a major regional shareholder and governed by an experienced board, the organisation is entering a new phase of development and regulatory structuring.

The business operates within a highly regulated, asset-intensive environment and works closely with government authorities, strategic partners, and regional stakeholders.
The Qatar entity requires a senior legal professional to build and lead the local legal framework from the ground up. This is a stand-alone and fully hands-on role, reporting directly to the General Manager of Qatar with a dotted line to Group Legal.

The position offers high visibility, direct board exposure, and full ownership of legal, regulatory, commercial, and employment matters.

  • Lead all legal and regulatory matters related to the operations in Qatar
  • Ensure compliance with Qatari regulations, licensing requirements, data protection, cybersecurity, competition rules, and corporate obligations
  • Act as primary liaison with local regulators and government authorities
  • Draft, review, and negotiate complex commercial agreements including infrastructure sharing agreements, ground leases, vendor contracts, technology agreements, and NDAs
  • Oversee employment law matters and advise management on workforce-related legal issues
  • Manage disputes and litigation in coordination with external counsel
  • Develop and implement compliance frameworks aligned with local regulations and industry standards
  • Provide legal support on strategic initiatives including infrastructure expansion, corporate structuring, and regional projects

Profile we are looking for:

  • Master's degree in Law (LLM preferred)
  • A significant legal experience, either in-house or within a reputable law firm
  • Strong experience in commercial law and/or employment law
  • Proven exposure to infrastructure, telecom, construction, or related industries
  • Solid knowledge of Qatari legal and regulatory frameworks (candidates must have prior Qatar experience)
  • Fluency in Arabic and English is mandatory
  • Experience (or willingness to) operating autonomously in a stand-alone role

This opportunity is particularly suited for senior legal professionals seeking an in-house and operational role within a dynamic, ground-up environment where agility, ownership, and direct impact are essential.
